[LCA2019 Chat] Join the Matrix at #lca2019

Dear conferencers,

The LCA hallway track is legendary, and it's augmented by the
#linux.conf.au IRC channel on Freenode. For the third year in a row 
now, we've also run a chat room on the Matrix.org platform.

Matrix is a modern messaging platform with many good things going
for it. One of the best aspects is the concept of bridges designed
to interconnect with other ecosystems, and the room is 
interconnected with the IRC channel, so that you can chat with 
anyone, regardless of whether they are using IRC or Matrix. You can 
even use both, e.g. Matrix on your phone, and IRC on your laptop.
