[LCA2019 Chat] Decentralisation BoF

Hey there,

I wanted to organise a BoF for all us decentralisers, but 
I unfortunately can't fit that into my schedule. Anyone is welcome 
to take it over, please simply edit the wiki page:

Unless someone claimed it by Thursday night, I will remove the BoF 
and free up the slot.
