[LCA2019 Chat] Mr Non White Guy for the Open Hardware Miniconf

Same here mate,

showed respect for the diversity campaign, waited...never got any
second announcement. This morning I registered and now its
oversubscribed.

Of course I understand that there are limited seats and that is fine.
I will not loose sleep over it, but the way this was handled seemed to
be a bit too political correct for my taste.

Instead, give really _anyone_ a chance, set a deadline and then

shuf -n 32 registered-users.txt

Invite the lucky ones and reshuffle the remaining seats if not claimed.
